29/09/2009 - 'Rain tax' to be scrapped - Benn

The environment secretary has announced plans to stop water companies from charging charitable organisations for surface water drainage.

The Church of England has estimated that such charges amount to around £15 million - money that would be better spent elsewhere.

Hilary Benn said the so-called "rain tax" would be replaced by concessionary schemes that churches, sports clubs and youth groups would be able to afford.

Mr Benn said: "We will legislate to allow water companies to run concessionary schemes for these organisations so they can get on with the great job they are doing instead of worrying about unaffordable bills."

The move, which comes after much lobbying from concerned groups, was praised by the Scout Association, which added that it was delighted at the "fantastic end to the rain tax storm".

Simon Carter, a spokesman for the organisation, said: "It means our leaders are not going to have to be concerned with raising money but on providing a range of adventure activities for our scouts."
