04/03/2010 - Welsh language fines for companies
Ministers have proposed new legislation which could see hefty fines imposed on phone and utilities companies if they fail to provide their services through the Welsh language.
Under the long-awaited plans, companies could face penalties of up to £5,000 if their service is deemed unsatisfactory.
A newly-appointed language commissioner would manage the system, compiling a set of standards on the use of Welsh. Public bodies and some areas of the private sector would then be forced to comply or otherwise face punishments through sanctions or fines.
It is hoped the plans will give Welsh speakers increased rights.
The Welsh Language Measure contains a list of public bodies that could be involved such as the NHS, Government Departments and the police authorities.
It also allows for standards to be applied to gas, water and electricity services, post offices, telecommunications companies and railway services.
Anyone providing a public service receiving £400,000 of taxpayers' money a year could also be made to comply.
A special tribunal will hear appeals against the imposition of standards.
